Created in 1974 the Starr County Industrial Foundation (SCIF) is a non-profit organization founded and supported by local government and business leaders. That are committed to o further develop and diversify the local economy through sound, controlled economic growth. Over the years SCIF has developed a core competency in a varied spectrum of administrative and promotion roles which has placed it in a position to capitalize industrial and economical development in the Starr County region.

Ms. Benavidez is a graduate of Rio Grande City High School and received her BA in Political Science and her Masters in Public Administration (MPA) from the University of Texas Pan American. Additionally she has attained her Basic Economic Development Certification from the International Economic Development Council (IEDC).
Ms. Elizondo is a graduate of Rio Grande City High School and received her BA in Communication-Journalism with a concentration in Public Relations from the University of Texas Pan American. She is a member of the Public Relations Society of America (PRSA) San Antonio Chapter.
Mr. Villarreal is a graduate of Rio Grande City High School and is currently enrolled in South Texas College pursuing an Associates Degree in Psychology.
